Not the Congregation’s Responsibility

Malachi 3:7 Even from the days of your fathers ye are gone away from mine ordinances, and have not kept them. Return unto me, and I will return unto you, saith the LORD of hosts. But ye said, Wherein shall we return?
Malachi 3:8 Will a man rob God? Yet ye have robbed me. But ye say, Wherein have we robbed thee? In tithes and offerings.
Malachi 3:9 Ye are cursed with a curse: for ye have robbed me, even this whole nation.
Malachi 3:10 Bring ye all the tithes into the storehouse, that there may be meat in mine house, and prove me now herewith, saith the LORD of hosts, if I will not open you the windows of heaven, and pour you out a blessing, that there shall not be room enough to receive it.

Why Malachi 3:10 cannot be speaking to the congregation:

1. Malachi 3:7 says there is to be a return to God’s ordinances.

Malachi 3:7 Even from the days of your fathers ye are gone away from mine ordinances, and have not kept them. Return unto me, and I will return unto you, saith the LORD of hosts. But ye said, Wherein shall we return?

2. God’s tithe ordinance says that His tithe is to be observed after taking up residence in the land of Canaan/Israel. (De. 12:10-11)

Deuteronomy 12:10 But when ye go over Jordan, and dwell in the land which the LORD your God giveth you to inherit, and when he giveth you rest from all your enemies round about, so that ye dwell in safety;
Deuteronomy 12:11 Then there shall be a place which the LORD your God shall choose to cause his name to dwell there; thither shall ye bring all that I command you; your burnt offerings, and your sacrifices, your tithes, and the heave offering of your hand, and all your choice vows which ye vow unto the LORD:

3. God’s tithe ordinance says that His tithe is to be given to the bloodline descendants of Levi. (Nu. 18:21-23)

Numbers 18:21 And, behold, I have given the children of Levi all the tenth in Israel for an inheritance, for their service which they serve, even the service of the tabernacle of the congregation.
Numbers 18:22 Neither must the children of Israel henceforth come nigh the tabernacle of the congregation, lest they bear sin, and die.
Numbers 18:23 But the Levites shall do the service of the tabernacle of the congregation, and they shall bear their iniquity: it shall be a statute for ever throughout your generations, that among the children of Israel they have no inheritance.

4. God’s tithe ordinance says that the congregation cannot tithe to the House of God. (Nu. 18:21-23)

Numbers 18:21 And, behold, I have given the children of Levi all the tenth in Israel for an inheritance, for their service which they serve, even the service of the tabernacle of the congregation.
Numbers 18:22 Neither must the children of Israel henceforth come nigh the tabernacle of the congregation, lest they bear sin, and die.
Numbers 18:23 But the Levites shall do the service of the tabernacle of the congregation, and they shall bear their iniquity: it shall be a statute for ever throughout your generations, that among the children of Israel they have no inheritance.

5. God would not tell the congregation to return to His ordinances (Malachi 3:7)

Malachi 3:7 Even from the days of your fathers ye are gone away from mine ordinances, and have not kept them. Return unto me, and I will return unto you, saith the LORD of hosts. But ye said, Wherein shall we return?

and then turn around and tell them to transgress His ordinances by taking their tithe to the House of God. (Malachi 3:10)

Malachi 3:10 Bring ye all the tithes into the storehouse, that there may be meat in mine house, and prove me now herewith, saith the LORD of hosts, if I will not open you the windows of heaven, and pour you out a blessing, that there shall not be room enough to receive it.

Conclusion: God was speaking to the Aaronic Priests in Israel, (confirmed in Mal. 2:1)

Malachi 2:1 And now, O ye priests, this commandment is for you.

not to the congregation. It is not the congregation’s responsibility to tithe to the House of God.
