Numbers 18:21 And, behold, I have given the children of Levi all the tenth in Israel for an inheritance, for their service which they serve, even the service of the tabernacle of the congregation.
Numbers 18:22 Neither must the children of Israel henceforth come nigh the tabernacle of the congregation, lest they bear sin, and die.
Numbers 18:23 But the Levites shall do the service of the tabernacle of the congregation, and they shall bear their iniquity: it shall be a statute for ever throughout your generations, that among the children of Israel they have no inheritance.

Nehemiah 10:29 They clave to their brethren, their nobles, and entered into a curse, and into an oath, to walk in God’s law, which was given by Moses the servant of God, and to observe and do all the commandments of the LORD our Lord, and his judgments and his statutes;

Nehemiah 10:37 And that we should bring the firstfruits of our dough, and our offerings, and the fruit of all manner of trees, of wine and of oil, unto the priests, to the chambers of the house of our God; and the tithes of our ground unto the Levites, that the same Levites might have the tithes in all the cities of our tillage.
Nehemiah 10:38 And the priest the son of Aaron shall be with the Levites, when the Levites take tithes: and the Levites shall bring up the tithe of the tithes unto the house of our God, to the chambers, into the treasure house.

Numbers 18:21-23 & Nehemiah 10:29,37-38 above prove that the tithe given by the congregation was the inheritance of the Levites, not the property of the House of God.

The tithe of the tithes, which was to be given by the Levite, was the property of the House of God, and was to be distributed amongst the Musicians; the Singers; the Door Keepers; the Officers; the Judges; and the Superintendents of the Temple.

The tithe of the tithes was to sustain these Levites on days that they were fulfilling out their duties at the Temple. This is why Nehemiah tells us that when the Levites had no provision, they had to return to work in their own fields.

Nehemiah 13:10 And I perceived that the portions of the Levites had not been given them: for the Levites and the singers, that did the work, were fled every one to his field.

In Nehemiah 13:10 Eliashib the Priestt had removed the tithes and dedicated things from the storehouse chambers and moved an enemy of God, Tobiah the Ammonite, into the storehouse chambers. Because the tithes were not there to sustain the Levites as commanded, the Levites had to desert the House of God and go to work in their own fields to sustain themselves.

The Levites had brought their meals (the tithes) to the House of God, but Eliashib had removed them.
